You will probably get a lot of different answers, but to me it means including a single card in a deck which, while not a part of the main strategy, is in the deck to counter an opponent's strategy, or to give the player a secondary option to win the game.

An example of the first would be to use a copy of Kycoo as 'tech' against decks which like to remove cards from the graveyard.

The most notorious example of the second is the single copy of Cyber-Stein. Decks that play the single copy do not set out to rely on it for the win (like a dedicated Stein OTK with x3 Stein, Giant Trunades, Megamorph etc.), but include it in the hope that they can use it if the opportunity presents itself.

I may be able to give another example of a "tech". I'm using a burn deck (decks that don't attack with monsters and rely on card effects to deal damage). In my deck, I "tech" a Chorus of Sanctuary since I'm using 2 Mask of Restricts and 3 Golem Sentries. Golem Sentry already has an amazing 1800 defense. With Mask of Restrict, the opponent will most likely not be able to summon the high level and high attack power monsters. With the defense boost of Chorus of Sanctuary and Golem Sentry's ability to return to defense position, the opponent will be less likely to destroy it, ensuring my monsters stay on the field.

"teching" something to me is just trying a card out in a deck, a card very few people use. it may seem like a bad card to others, but it may be godly in your deck. it can be any oddball card that helps you out when you're in the process of testing it.

for example, i used black stego in my earth deck for a while. it may not look that great of a card, but its searchable with rat for a 2000 def. and is safe to leave in attack mode when hacking away at their field.
