Hiei doesn't teleport.
The reason he can move from one place to another in seconds is because he's just naturally very fast. He was born with kind of speed other demons can only get with a high youki. Its how he earned his name, "Flying Shadow".

in naruto, it's sasuke, big time
in dbz it's vegeta
and in yyh it's hiei
another thing they have in common is that their group has either been eradicated, or embarrased
all have vertical spikey hair (sasuke's is a little diff, but for the most part, it's very similiar)
and all end up becoming actual good guys towards the peak of the series
