They are a trio of low-statted 4-starred earth-machines that allow you to bring another to your hand when they are summoned.
Red Gadget allows you to bring Yellow Gadget to your hand, Red Yellow, and Green Red.

They're used to create and maintain advantage through battle + monster destruction.
3 copies each of "Smashing Ground" and "Fissure" are not uncommon; you can afford to draw into multiple copies of each, since you've got the Gadget engine bringing another monster into your hand each turn.
Also, if your opponent chooses to destroy any of your Gadgets with "Smashing Ground" or similar monster destruction, you lose no advantage, as the Gadget replaced itself the moment you Normal Summoned it. Basically, each of the Gadgets acts as a 'floater' (similar to "Sangan"/"Mystic Tomato"/"Treeborn Frog") every time you Summon one.
As for the battle portion, 2-3 copies of "Shrink" are utilized; the weakest Gadget has 1200 ATK, which is enough to suicide with Jinzo/Monarchs (and destroy anything else), while the strongest is 1400 ATK, which is strong enough to destroy most monsters that are competitively used. Obviously "Shrink" often won't be an option for TCG decks, so "Rush Recklessly" is an alternative (although not nearly as effective as "Shrink", for obvious reasons).

In Japan they are confirmed to come out in the Machine deck. Techincally, there is no confirmation for America.

I just thought I would mention that Riryoku is another alternative to Shrink. It cuts one monster's ATK in half and adds it to another monster. It's only fatal flaw lies in the fact that it is a normal spell, not a quickplay:(.

Other viable options include Mirror Wall and Rising Energy (discard 1 card to boost a mon by 1500)...though those are also viable to get Decree'd...
Try searching for some OCG deck lists (or check out mine) to see what a generic gadget build looks like...
