Reasons:
Swampert:Endeavor is for when Swampert has low Health Points. Ice Beam is for Grass types.
Kingdra:Hidden Power(Fire) is agian for Grass types.
Walrien:Had two Ice type moves, which hurts it dual type water, Water Pulse will get STAB when used also may confuse.
Starmie:Teach Starmie Thunderbolt to take down other Water types.
Crawdaunt: Teach it Hidden Power(Dark) to get a STAB and Psychic nock out move. Also teach it Aerial Ace to combo with Swords for a powerfull attack.
Lanturn:Teach it Surf for another STAB move.
Tentacruel: Teach it Hidden Power(Dark) to take down Psychic's.
Relicanth: If Relicanth has Rock Head ability then keep Double-Egde if not then go with Hyperbeam. Re-teach it Yawn to put opponents to sleep.
Whiscash:Teach it Surf, much stronger then Waterfall.
Kyogre:Teach it Thunder because of Kyorge's Drizzle.
Wailord:Re-teach it Rest to combo with Water Spout for maxium damage. Teach Blizzard for powerfull Ice attack, teach Earthquake to take down electric types.

Kyogre: Try Calm Mind,Surf, Thunder, and Ice Beam/Rest
Double Edge is a physical attack :(

Fixes are in bold. I've never worked with water teams, but yours will be murdered. NEEDS MORE EARTHQUAKE!!! Your team will be electrified easily, I suggest finding something else to replace these pokemon.
Gyarados @ Focus Band

Torment/Rock Slide(if he can learn it, I only use Kingdra)

Gyarados helps a LOT.
Blastoise @ Leftovers

Salamence @ Leftovers

Rock Slide
to cover your electricity weakness, and salamence can learn hydro pump w/breeding.
I've also heard good things about Milotic, but I don't know any good movesets for it.
Overall, I don't like it, because of the weakness, but water types are my favorite, so, good luck with it!

Crawdaunt can't learn EARTHQUAKE, and a friend of mine used HP(Dark) on his Crawdaunt to get STAB and a better dark attack on Crawdaunt.
