Yes, there are GBA Tourneys. They're kinda hard to find, but they're out there. You should download Netbattle if you want to face other people, though.

THe best pokemon of each type is of your own opinion.

IMO, they are:

Water - Milotic / Gyarados
Psychic - Metagross / Gardevoir
Poison - Weezing
Ghost - Gengar / Dusclops
Normal - Blissey / Snorlax
Steel - Skarmory / Metagross
Flying - Skarmory / Zapdos
Electric - Zapdos / Jolteon
Fire - Charizard
Ground - Dugtrio / Claydol
Dark - Umbreon
Grass - Venasaur
Fighting - Heracross
Bug - Heracross
Rock - Rhydon
Dragon - Salamence / Dragonite
Ice - Regice

Ability? Not sure what you mean.. If you mean trait, then only certain pokemon can have certain traits. If you mean Nature, it depends on what the Pokemon is going to be used for.

it would depend on the pokemon.
for natures it also depends
and for gender there both the same and have no diffrences except what the can attract

I personally use Skarmory, Tyranitar, Aerodactyl, Salamence, Kingdra, and Houndoom.

Those are usually at major cities only with strict rules: No legendary of course, and some other weird rules. One was at Atlanta just a couple months ago.

My favorite effects:
Oblivious, Sound Proof/Own Tempo, Thick Fat, Those Elemental Absorption ones (ie: Volt Absorb) Damp, Synchronize, & Rock Head
