go north of Rustboro, then surf north, then surf a little west then the should be a path made up of rocks,follow it, when you hit land, just search around a little to find it.

GAH!!! Metagross can learn Ice Punch, Thunderpunch, and Fire Punch, but he can't learn FOCUS PUNCH!? HOW STUPID IS THAT!? I wasted all this time trying to get that thing! Ergh... I wanted a substipuncher!!!
