I am trying to raise a good Ursaring that knows Hidden Power Ghost. But the problem is I don't understand EV's And IV's very well and was wondering how I should go about getting this.

As mentioned, IVs are what determine HP. Reality check - it is virtually impossible to breed a Pokemon with the correct IVs to give you the specific Hidden Power you want (Ghost, in this case) with a power level of 70. Unless you want to spend the rest of your life breeding, the only reliable way to get a Pokemon with the specific HP you want is to use an AR or GS...
