In Lavender Town, you need to get to the top floor of the Pokemon Tower and rescue Mr. Fuji from Team Rocket. Afterwards, visit Mr. Fuji's house (it's also in Lavender Town) and talk to him. He will reward you with the poke flute.

ok i did that but theres a ghosts blocking a stair case what do i do to get the ghost away from the star case?

You need to get a thing called a Silph Coe from the Rocket you beat in the Game Corner.
