i was looking on net rep.net about this card and this is the text of the card

When this card is sent directly from your hand to the Graveyard, add this card to the Deck and shuffle it.

now the ruling right below this said
Because this effect is a mandatory Trigger Effect, you cannot "miss the timing" with it. So even if you send "Roc from the Valley of Haze" to the Graveyard as a cost, or in the middle of a chain, it will still return to your hand (after resolving the current series of events).

why does it return to your hand and not the deck like it says on the card

I think it's just a typo, no matter how it is discarded from your hand to the grave, it's shuffled back into the deck, unless something like Macrocosmos is on the field, in which case it will be removed from play.

It's definitely a typo; the point the ruling is trying to make is that it's not possible to "miss the timing" with a mandatory Trigger Effect.

well people are playing it that when you discard it that it goes to your hand
since its a official ruling on the yugioh website so is there a way someone can let upperdeck know to change it?

Well, the ruling makes no sense as it stands (since its effect is not to return it to your hand), so I'll see if I can get Kevin to get it changed. There's a slight chance it'll have to be approved by Konami, but as it's a blatant typo, I'm pretty sure it'll be a simple matter of correction.
