Is it a creature (if so what creature type is it?) is it legendary?

And it does hit you back so the flavour text is wrong... since it just swings once for the head doing on average 40 damage and every time an oppenent draws a card all other creatures you control get +4/+4...

seems more than a little broken to me.

Yah thats way to good. It doesnt even need to be in a mill deck to be good. Even late game with the opponent drawing like crazy its still a 25/25 for 7.

Animating Dead this guy on turn two might make it a leettle good, but the idea's sure interesting. It just needs toning down.

actually, this is for mill decks so its attack will almost never be 40
a good mill deck can take off at least ten cards per turn. why would you attack with a creature that is constantly loosing power and buffing up your other creatures? It could get killed in combat

If I had a creature whose p/t was equal to my opponent's library, a mill deck is the last deck type I'd put it in. It seems to belong in a mill deck, but in reality this card would overshadow them completely. The 2 +1/+1 counters your creatures get every time they draw a card isn't even necessary. Just cast Fling.

One comparision might be Serra's Avatar. It costs the same, but it's p/t is equal to your life total (one-third the size of a library) and it's backup ability isn't anywhere near as insane as the Siphon's. Yet it still ends up being one of the most valuable cards in Urza's Saga - a heck of an accomplishment by itself.

the reason its in the dimir guild is because its attack will stay under control in terms of p/t. any thing with green and people wuld just equip it with fists of iron wood. trample crazy if it were red people could just cast fling, and white alone really has never used the +1/+1 counters in ravnica except in celestial ancient and brace for impact this card was really meant to fit in with mindleech mass

You're under the logic that all U/B does is mill. There have been other FAR more powerful U/B decks in mill. Tog and Reanimator come to mind. I dont even wanna think about this in reanimator. Turn 2 swing for 52 is a little good in my book. The power of the creature is just too over the top.

I think it should "from a library". It's still incredibly good because you cant take damage but it's not broken. Also the name needs to be changed because it doesn't make since mechanically. The library doesn't represent Time it represents the opponents knowledge.

I like the Intent you had with this, but it's WAY to strong.

except isn't it +4/+4 when ever they draw?

+1/+1 for the loss of power
+1/+1 for the loss of toughness
x2 for both

or maybe i'm reading it wrong... but if its not then that section is entirely pointless.
