Does damping matrix prevent creatures with cycling from being cycled?

How about turning morph creatures face up?

No to each.

Damping Matrix prevents activated abilities of creatures and artifacts in play.

Out of play (in your hand, where you would cycle from), it is not a creature, it is a creature CARD (yes, there is a difference), so Matrix doesn't stop it.

As for Morph, morphing is a static ability that doesn't use the stack, and is therefore not prevented.
