No, it doesn't learn Shadow Ball naturally. You must teach it that.

Ok, thanks for that. I decided not give it shadow ball in the end and gave it to my epseon as it has much higher SP.ATK.

I am considering to create this moveset for my umbreon what do you think?

Confuse Ray
Toxic
Faint Attack
Dig

Just thought it may work well. confuse & Poison the oppening and use dig attack to go under and use up a turn without taking damage and then attacking allowing either poison or confusion to damage the oppenent.Jan

Actually, for reasons that have confounded me and almost certainly others, Ghost-type attacks like Shadow Ball are considered physical, and thus would draw upon Espeon's much lower ATK stat, not its SP. ATK.

Neither of Umbreon's attack stats are stellar, so it and Espeon are probably able to use Shadow Ball fairly equally well.

Umbreon's strength is its defense: very high Sp. Def, impressive Def, and enough HP to support them. Your attacks Confuse Ray and Toxic work well for this role, as Umbreon's longevity gives Toxic time to work, and Confuse Ray will lower the damage your Umbreon takes even more.

Your other two moves are a little less effective, however. I'd recommend dropping Dig, as its a slow and fairly mediocre move. Faint Attack will at least always hit, and gets a 50% damage increase from being Dark-type like Umbreon (and Umbreon needs that kind of boost), so keep it, but if you can, replace Dig with Moonlight. That will make Umbreon just that much tougher to KO. Your Umbreon is beyond the level at which it learns Moonlight, however, and may not be able to re-learn the move in Colosseum. To get the attack may require a trade to a Ruby/Sapphire/Emerald version.

If you'd like to keep Dig, as it combos well with Toxic, that would also be a good moveset. So go with whichever you feel would be better.

Confuse Ray
Toxic
Moonlight
Faint Attack/Dig

Thanks for the advice, I still have moon light that was just a moveset I was considering.

I have my Umbreon as Faint Attack, Confuse Ray, Toxic and Moonlight. I also have my epson as Spychic, Shadow Ball, Calm Mind and Morning Sun.

I was considering to make an epson with Spychic, Shadow Ball, Iron Tail and Calm mind but i decided against it.Jan

I like the Moveset idea, I would too suggest removing Dig for Moonlight. My Umbreon is on level 72, and his moves are :

Faint Attack
Confuse Ray
Moonlight
Psychic

I taught it Psychic just as another move in case Faint Attack runs out of PP, also because of its weakness to Fighting Pokemon, Psychic really comes in handy. It ends up being as strong as Faint Attack with the STAB.

Yeh, many workable moves with Umbreon, however, if you're using Toxic, Confuse Ray and Moonlight, you'll definitly be wanting Psychic in your last move slot because of the following reasons:
1. It'll be stronger or as strong as a STABBed Faint Attack
2. You'll be wanting to take care of Poison types that are immune to Toxic
3. Take care of Fighting, and some bugs that are dual types with poison
You naturally won't be able to take on Steels, whatever the last move you give him, so you can just go luckying with confuse

(yes i a umbereon fan and study it to make it a good offensive fighter)

My Umbereon is Lv 82 and has 296 hp, his attacks are:
Shadow Ball
Psychic
Return
Iron Tail

his stats are:
Attack:173
Defense:250
Special Attack:147
Special Defense:260
Speed:163

Name: Yin
(My main combanent against the elite 4)

he and my Feraligator which is Lv77 and 274 hps

his attacks are:
Cut
Whirlpool
Strength
Surf

His stats are:
Attack:217
Defense:202
Special Attack:169
Special Defense:175
Speed:175

Name: Aligator
(my main transportaion)

these 2 are great but the reason why my umbereon doesnt have toxic or confuse ray or moonlight is because i can take 4 of reds pokemon out with just Umbreon and my Umbreon is what I use as my main line of defense (and no their was no rare candy or protine or etc used expect tms)

and as for aligator I made him my transportian and hes good enough to help me fight the elite 4 and red (only people I can take on a normal bases the rest are beaten)
