OK, something new and I think not right.

When the energy is attached it is considered to be electric and then when discarding it becomes fire so you get an added attack.

Doesn't sound right to me?

Any help with this?

You're not quite thinking of it from the right perspective.
Multi and Rainbow don't "become" this and then that.
They always "are" all types at once.
They only provide one energy fulfillment at a time, but they are always all colors, all at the same time.
So, Multi could be used to pay for the electric attack cost, but it still is also providing grass and water and, of course, fire "color" at the same time.
Here's the attack steps:

a) Baby rule flip. Doesn't apply here
b) Announce attack and make sure enough energy is attached. At this point you "use" the Multi to pay for the Electric energy cost.
c) Make any choices. At this point, you choose Fire to be the type discarded. Now, the Multi is still sitting there and is still all colors. We are not in the attack cost step anymore. All that matters is its color(s). It has the fire color, it gets counted at this steo toward the fire discard.
d) Do things required to do the attack. Look for the phrases "in order to" or "or this attack does nothing". Since Rayquaza doesn't have those phrases, You DON'T discard at this point!
e) apply effects that alter or cancel the attack. Doesn't apply
f) Confusion check. Doesn't apply
g) Do whatever the attack says. Damage first, then everything else. So, you figure the attack damage by multiplying 40 times the number of energies with fire type (including the multi), apply that damage, then finally discard all of the energy cards that were colored fire (including the Multi).
The fact that it filled an Electric energy cost is beside the point.
