Utterly, totally, and completely broken. It's Dark Hole + Heavy Storm -- and as if that weren't bad enough, the draw breaks it even more completely. No activation condition whatsoever means it would be an instant staple.

Figures. Either the cards I create are considered a joke (Big Bomb) or too extremely powerful (Death's Fortune). Why can't I find a middle ground? Guess that's my luck.
