Since work is boring and this game is new let us discuss some decking building ideas. After reading over the Naruto Collector's a dozen times and playtesting with friends I have figured some ratios that I think will be helpful until more cards come out.

If you have read over the Collector's guide then I am sure you already know the numbers, but for those who have not I will post them.

Deck amount: 40 cards (duh)

Ninjas: 20 (25 at most...too many)
The ratios for ninjas that the guide says are 10-6-4
10 ninjas between cost 0-2
6 ninjas between cost 3-4
4 ninjas between cost 5-6 (since 6 is the highest at the moment)

Now depending on what elements you are playing your options are kind of limited with ninjas and costs.

Lightning ninjas have turn 0, 1, 2, 5
Fire has 0, 1, 4, 5, 6
Water has 0, 2, 3, 4, 5
Earth 0, 2, 3, 4
Wind 0, 1, 2 3
(If i have missed any let me know and I will adjust.)

The current heavy hitters are in fire and water...you know who you are Kakashi and Zabuza...you beasts. ;)

The unfortunate thing right now is since ninjas per element are limited you are forced to combine two in order to fill up slots and have support. Depending on your style this could be good or bad. Good for variety, bad if you want a particular element but you've drawn the other one.

For jutsus the guide says 15

For missions that leaves 5

Up to now my playtesting with these numbers has been good. I'll leave this as is for now without giving any of my personal strategy (elements that I play and how much of each) until I get some feedback.

yah i know what you mean. i play lightning/wind so my only real options are the ramen shop//one morning, for draw power//and i think i threw in the one that lets you move a ninja on your opponents side from a team

Pure Water Decks are good
Water with 3x Tree Climbing Jutsu is amazing
Fire/Wind Helps you abuse Missions
Lightning/Wind Abuses Clone Status

Thats all I've played. Water seems to be the bast type out so far.

Here are some good missions btw:

Disaster of the Nine-Tailed Fox Spirit
Look for the Red Four-Leaf Clover
One Morning
Left Behind

Sadly, those are the best missions out so far.

with the current set out though you can't really run a "pure" water deck. It doesnt have very good cost 0-2 ninja support outside of common haku. the problem with that though is he is much better as a super rare and the cost on that i believe is 3 or 4.

you are right though in saying that water is probably the best out in terms of cost 5 ninja and jutsu. although if you can get out copy ninja kakashi and the third it will be hard to deal with, especially if they start throwing down fireball jutsus or sharingan eye to counter your jutsus

Earth seems to get ignored dispite having some of the more decent missions out there:
After the Battle
Leaf Ninja Forces
Small Act of Courage
Ninja Academy (Not so great, but not too bad)

Lightning/Earth has solid early game, late game it gets reamed a bit by Copy Ninja.
Requirements: Taijutsu support.

Lightning/Wind (Read: Genius decks) Built right with proper luck and hand will devastate even the most powerful of enemies (Coils will even make Escape Jutsu a non-issue) for them.
Requirements: Genius Lee and Taijutsu support coupled with combat negator Jutsus.

Earth/Wind (Deckout decks now, InoShikaCho decks after Coils, Sand Ninja decks after Coils) can do some damage just with the options available to them.
Requirements - Deckout: Aburame Shino, Insect Jutsu, Leaf Ninja Forces
Requirements - InoShikaCho: InoShikaCho cards from Set 4, Mind Transfer/Shadow Possession/Expansion, handful of Wind cards that don't suck.
Requirements - Sand Ninja: No soul... and to get ahold of Gaara and friends quickly when Coils is released. Gaara is evil if you have enough throw away ninjas out.
