If you're a starter, nice work getting the guts of it!

It's expensive, but the Saviors rare Twincast should be top of your keep-an-eye-out-for list. It's the same as having eight Glimpses. Including four Dimir Infiltrators in the deck is good. You could have one in play to keep small attackers at bay, but mainly they'll be there to transmute for your Glimpses: the kill spell in the deck.

At the moment, your mana curve is pretty top-heavy, with Szadek, Sphinx, Clutch and Traumatise all unbalancing things. I'd get rid of the Clutches. You're not looking to run your opponent out of life so that's just a bad card. Use Boomerangs instead; the Infiltrator can transmute for them if you need one.

Induce Paranoia is a poor Counterspell; if the card is good enough for them to discard their hand, you're still in big trouble. Try the 9th Ed common Mana Leak, or the Ravnica uncommon Remand. Remand draws you a card, too, which is vital in a control deck like this. Speaking of drawing cards, I'd replace Consult the Necrosages with the Ravnica common Compulsive Research; forcing the opponent to discard two cards isn't such a big deal, while the Research draws you three cards. It doesn't matter how many you end up having to discard, when you're drawing cards, it's how deep you go that matters.

I'd be tempted to take out one of the Circus, too, three should be enough because he's legendary.

You Might Be Thinking of Tidings. It lets You Draw Four Cards For 5 Mana.

Tidings is alright, it's used in Magnivore decks because a) it's a sorcery, and b) it gets more sorceries. Magnivore decks use a lot of land destruction and general tempo control, so it can afford Tidings. It wouldn't say it's a good fit in a Dimir deck. Dimir uses instant-speed control stuff like Countermagic so it needs to keep mana open (Magnivore decks do their thang in their own turn, so it can safely tap out). As a result, the cheaper, narrower draw cards are a better fit.
