After you beat the Elite 4, go to the Fossil Maniac's house and you can now access the cave he was digging. The second fossil is also in there.

It's in Fallarbor. It's the guy that has the tunnel behind his house.

After you beat the Elite 4, go to Fallarbor Town and go to the house with that guy digging a hole through. Also there is the second fossil there.

It is the same house that u get dig in, if u still can't find it

It's really not that hard to find. Just go to Fallarbor (sp?) then go east a bit.
