Description: I'm trying to really help Swampert get his Speed up. His speed is at max. Surf is there for Fire, Ground, Rock, and STAB. Earthquake is there to get rid of Steel Types, Electric Types, and STAB. Ice Beam is to counter Grass, and Toxic is for tougher opponents.
Swampert does very nicely for himself. You may not like mixed sweepers, but Swampert does a prety good job of one.

And Thunderbolt is there for Sweeping.

NEVER EVER use neutral natures. If nothing else, use them to promote a strength and lower a weakness.
Muddy Water and Surf is redundant. Any water attack when you have EQ and Ice Beam is redundant. Look at it this way:
Surf/Muddy Water covers Fire, Ground, and Rock.
Ice Beam covers Ground.
EQ covers Fire and Rock.
Either go with Mirror Coat or Curse, and definately put on Chesto-Rest. If you go with Curse, Careful nature and EVs in HP and SD. If you go with Mirror Coat, go with Sassy and EVs in SD and HP.
If you want a special sweeper, use Latios. If you want a psudo-passer, use Latias.

Alakazam will nver survive a hit, so no Recover and ESPECIALLY no lefties. Give him Petaya and Calm Mind over one of the Punches.
Cross Chop and Brick Break is redundant, so go with HP:rock or, if you're lazy, Rock Slide. Maybe Fire Blast for killing skarm. Give him Scope Lens. Adamant nature, EVs in attack and HP.
Ninetales has no attack, so ditch Return and Safeguard for WoW and Confuse Ray. 252 EVs in HP, then use nature and remaining EVs to make defenses equal.
If you want an annoyer, ditch Pikachu for:

Nature taking away from the attack stat you didn't use (or defense if you used bot of them) and adding to speed, 252 speed, rest in two attack stats, 6 in HP if you only used one.
In the future, Never use Neutral Natures, and if you would, post your EV distribution, as well.
I already said my piece on your movesets and natures, but I'll critique your EV distribution now.
Swampert has speed EVs why? It's not going to allow him to outspeed anything, and usually you give something a Quick Claw to compensate low speed coming from no EVs, detracting nature, and low base speed.
You said it yourself: Special Sweeper. I'm pretty sure that special sweepers with 110 base speed get 252 EVs in SA and speed.
For the same reason Alakazam shouldn't get Leftovers or Recover, that is, he has no defenses, he should not recieve defensive EVs. He's never going to survive an attack ANYWAY, so the only way he can win is to OHKO them before they can move a finger. That means he NEEDS MAXED speed and 252 EVs in SA.
A physical sweeper NEEDS maxed attack. And you aren't going to improve its chances of striking first by putting EVs in speed. Rather than splitting EVs between the two defenses, putting EVs in HP can be more helpful.
Again: SPECIAL SWEEPER. Max speed and attack stat(s). (BTW, Thunder and Thunderbolt is redundant.)
For something like Ninetales, EVs are really up to you. It just depends if you care more about speed (like me) or the defenses.
I use this team for Multi-Battles, Link Battling, and In-Game. This team is used for both 1on1 and 2on2 battles. All of these guys never entered someone elses version exept Machamp and Alakazam. All of these guys have thier effort ribbon, have all Iv's of 20 and up and all are obtained throgh breeding exept Latias.
What rules in battle and double battle is radically different. I'm rating this as a normal team, double battling isn't something you can do by just importing your standarized team.
Don't try to compensate weaknesses; try to play with wach Pokemon's strength.
Skarmory should have 252 EVs in defense and Impish nature. Though his special defense is low, putting EVs and Nature there isn't going to help much; he still gets OHKOed by fire and electric. Physical attackers, on the other hand, will have a hard time making a dent in Skarmory's HP due to his Uber-high defense.
Alakazam is never going to survive a single attack, even with EVs and nature devoted solely to defenses. He was not built to be a tank. The only way he can survive is if he never takes a hit, and he's not going to take a hit when he's got maxed speed (unless he's up against something like a Crobat) and 252 EVs in SA.
An annoyer is going to have to imobilize the opponent so that it can take its time chipping away at the opponent's HP while having what little damage it takes healed by Leftovers. Speed is important here so you can Confuse/Attract them right away so that they never have a gurenteed to hit attack.
You know, it's usually traditional to either heed someone's advice or explain why you aren't doing so.

Thunderbolt>Surf on Latias. Better type coverage, better effect.
Registeel should have Curse over Iron Defense and maxed HP.
Never use Charge. Never use two electric moves. Never use Rain Dance+Thunder on Raichu. Raichu should always have maxed speed. Raichu doesn't have the survivability to get anything from Leftovers. Other than that, Raichu's set is fine.

Ice beam is not any good for countering grass. The only grass-carrying grass type is Sceptile. Everything else is just HP:grass. Ice beam I usually use for Salamence (very popular in my area) and the occasional Flygon/Altaria. Mirror Coat is best for killing grass, typically OHKOing the opponent. Since Swampert is so slow, it doesn't really matter, unless you're worried about Vileplume.
Registeel's Metal Claw will never do anything unless it is preceded by 5-6 Curses. Either replace Iron Defense with Curse or ditch Metal Claw for something like Toxic.
