HM Slaves

I'm playing through my Emerald game again, and it's been awhile so I'm a little rusty. I need two HM slaves, so if anyone can give me the best two and list which HMs to put on them, that'd be great. Thanks.

Linoone would be good,

He can learn Surf, Cut, Strength, etc.

Gyrados is a good choice to.

He can learn:

Strength
Rock Smash
Strength
Waterfall

I'm looking for just 2 pokemon that'll satisfy my HM slave needs. So it really doesn't do me any good if you give me one pokemon unless there's another that can learn the rest of the moves.

I think I used Tropius and someone else last time, but like I said it was awhile ago. Can Tropius and another pokemon learn all the HMs, or am I way off?

skarmory and aron (and his evolved forms) learn at least 3 each also. Neither can get the water ones though (Aron and friends may be able to surf like Rhydon, but im not sure)

I know you're looking for only two, but consider that Linoone has the wonderful pickup ability too. It's my fave HM slave and imo one of the best utility pokemon in the game. I always have a couple Zigs in my party---right from the beginning of the game. Whatever they pickup I can either use or sell.

So you may want to consider having at least one in your party. It does double duty as both an HM slave and Pickup artist. You could always switch between 2 other HM slaves (like Tropius and a water pokemon) that would cover everything else and then you'd still benefit from always having pickup. Just something to consider.
