Everything here pertains to Emerald:
1. Groudon and Kyogre can only be located and caught after you beat the Elite Four, correct?
2. Where do you get the second fossil after you get the first?
3. Where do you get the Beldum?
4. (As of 4-7-06) Is there something I'm missing for catching Groudon/(Kyogre)? I use an Ultra Ball when Groudon's asleep and has 2 pixels of health, and I get 0-1 shakes. Maybe 2.
Behold my simple, yet ignorant questions.

You mean Mirage Tower?
I went there, picked up a fossil, the tower disappeared and the other fossil sank into the sand.
The tower doesn't reappear.
If you really do mean Desert Tower....then I don't know what that is...

You can also catch ditto in the fossil maniacs cave, that's why it's accessible only after you beat the elite four and have the national dex.

1. Yes, Groudon and Kyogre can only be obtianed in-game after the E4 have been beaten. Their locations are rotated, however, after several minutes. To find where the 'random' sunny or rainy spots are located you can talk to the scientists in the Weather Station.
2. You find the other fossil in the Desert Underpass, located through the cave entry in the Fossil Maniac's house. The Underpass eventually leads to the location which is supposedly located underneath where the Mirage Tower stood in the past.
3. Beldum sitting in a Pokeball, on the table at Steven's house waiting for you once you beat the E4.

I find that when catching ledgendaries, once u throw one ball and it breaks out, it becomes much more resistant to the same ball, and breaks out in two shakes. I suggest only throwing when its asleep and has a tiny amount of health. Also, u could use false swipe if u want to be extra careful
One ting I noticed though, is that ledgendaries donot become resistant to other ball types when it breaks out of the first. When I was catching rayquaza, it was asleep, little life, blah, blah, and it broke out of like a million ultra balls, and then I used a great ball and it caught it. :)

It's a lot of just plain old dumb luck. You may catch one soon one time and run out of ultras the next (assuming you save/reset before each attempy). Just lower the HP as best you can and throw as many as you can. Eventually you'll nail it.

now that I remember, in my ruby, it was harder to catch Groudon than it was rayquaza, kinda weird... I had to use the masterball on Groudon

it helps when you lower the pokemons defense, also when you paralize it it is real easy to catch.
