Can I get Dragon Claw on Swablu by breeding?

I want an Altaria that can use Dragon Claw, but not by using the TM. Since both it & Bagon are in the Dragon category for egg types, they can breed 2gether. The question is, if I breed a male Bagon w/ Dragon Claw with a Female Swablu, does the baby Swablu (@ least I think it should be) have a chance of learning Dragon Claw? I find Dragonbreath to be not as good, so I want my future Altaria to learn Dragon Claw. Thanks in advance.

Looks like it won't work because Swablu can't learn Dragon Claw at all (not by egg move, not by level, not by TM).

Actually, Altaria can learn Dragon Claw by giving it the TM.

but to breed it, the lowest level (swablu) has to be able to learn it.
