Bubbleman is good for any Warrior Deck. As long as you have nothing on the field when you play him, you will be at an advantage, as you'll get two new shiny cards.

Bubbleman is far too situational. However, in an E-Hero deck, he fuses to make:

E-Hero Tempest (Avian + Sparkman + Bubbleman)
E-Hero Steam Healer (Burstinatrix + Bubbleman)
E-Hero Sailorman (EOJ, Avian + Bubbleman)

Each of which are good, especially Sailorman, who is a game winner if you use him right.
