I have a pretty standard beatdown, and confiscation seems to work pretty well in it side from the bad top deck. Is it really worth the deck space though?

I don't find Confiscation very useful. Its good on first hand. But later on in the game it becomes less useful.

this card is sick first turn but a horrible top deck especially since it takes a chucnk out of ur lifepoints

Confiscation is a bad topdeck, more sidedeck material.

against decks that rely into a one turn combo for winning (ftk , otk ..etc)

If you lose a game you side it in as you know you're going first.
But it is necassary in lockdown decks or combo orientated decks so as to get rid of anything that could mess up the combo/lockdown.

confiscation = insanely great first turn first-go, or after a cyber jar, or after a morphing jar... you get to see what they have, and make a pretty solid plan for the next several turns. Throwing out a card is just a side benefit, in a way, but you can get rid of that storm/dark hole/breaker...
confistaction = insanely bad late game topdeck, crappy late game card in most circumstances...
and that's the trade off. If you have a fully functional brain, and get confiscation when your oppoennt has a full hand - i.e., when you can learn a bit about his strategy and optiosn for the next few turns, it greatly increases your odds of winning the duel.
if you get it late game when you needed a CD or dark hole ... well, that sucks.
