some of those changes are viable, but i don't think the following will be (banned/limited/semi-limited)any time soon:

snatch steal - vulnerable to s/t removal(breaker, mst, heavy, mobius and 3 dust tornado) and the opponent gets life each turn
DD assailant - not so powerful to be limited, it's REALLY good, maybe one day will be semi-limited, but i don't think she will be ever limited, since she depends on battling and being destroyed to activate her effect
cyber dragon - basically it's a 2100 vanilla monster, it's good and it's overused but its not much of a deal to eliminate him, i find DDA much more of a threat
pot of avarice - not so many decks can benefit from this, even if they had painful choice, and even on those decks it's not a good idea to run more than 1, so 3 it's out of the question
sakuretsu armor, widespread ruin, smashing ground - they are all 1-for-1, if that's reason enough to semi-limit them then fissure shoul be semi-limited also, besides this TCG is based on speed, if this was lik VS then i would agree on limiting/semi-limiting a free 1-for-1

the dda destroy a lot of deck for example horus and phonix. with the dda we can run in at this monsters and then the deck is nearly destroyed, that's the reason why he should be limited.

If we didnt have the DDA's then Horus and Phoenix would run rampant, you dont want entire metas filled with Horus, decree, Jinzo and Phoenix now, do you?

but I thin one dda and a ddwl it really enough. horus and phoenix are not so almight becaus you have the two dd monsters and you will have also zaborg and exiled force against horus and sorcerer agains poenix. I am the opinion that the restriction of dda to one could increase the chances and the deckvariety.

if you forbid dark hole you might as well forbid Heavy Storm. No point in adding DH on without HS.

RoD is iffy because of suciding and instnat win.

Meta is no. You still have the stronger monsters to be fused out and its easier with Mobuis and Cyber Dragon out there.
