A soul control deck doesn't just have any tribute monsters. It uses tribute monsters whose effects, on summon, provide additional advantage. This is why Soul Exchange still will work better than Brain Control in these builds - you don't need to attack to establish the advantage and the facedowns are checked also.
Brain Control is still good tech for these decks but Soul Exchange can work well for you too.
Try getting hold of some of these cards:
3x Mobius the Frost Monarch
2x Thestalos the Firestorm Monarch
1x Zaborg the Thunder Monarch (for the side)
2x Soul Exchange
1x Brain Control
Twin-Headed Behemoth
About here you can try your own brand of additional tribute support and/or control variant. Field searchers, swarmers, and self-replacing mons can help (i.e Nimble, Tomato, Rat, GK Spy) Cap it off with the staples, a fair amount of Monster and S/T removal and you got a standard right there.

Sadly, I hardly see people running THB in their Soul Control decks, which is sad as I've tested it to great success.
