What are the best card to stop him.

He hind of stops himself, his summoning requirement is really high, even with Level Up!. Mere speed can beat a Horus deck.

Barring that, you can use Royal Oppression or Solemn Judgment to negate his Summon, or Effect monster cards (Exiled Force, DDWL) to destroy/remove him.

Any sort of removal that isn't a spell card. Other then that you can try Divne Wrath or Blue Eyes Ultimate Dragon with Cyber Stein.

way too many cards stop it than there should be, i kno this cause i **** ppl with horus, that or they die as fast as hell :\

Horus 8 really isn't that bad. Just use Tsuku, Exiled and the DD monsters to shut him up :D

in the very least people, he isn't afraid of magic cards.. and has THE best negating effect in the game ( as in its free and doesn't do shat to your cards)
not hard at ALL to get out, use soul exchanges (for level 6) level ups, grave yards of the 4th to recycle him.. he is damn good...
he shares everyone eleses weaknesses, but not those 14 magic cards...
