What cards are still legal in pokemon?

In the modafied format, i know all sets from neo and above are allower. All promos allowed, i also know that any card that is released after newo, and exist before neo. You can use any copy of, but i dont know the list of the cards.
So what im asking, is there a complete list someone knows of all the Re-Allowed cards/promos.?

Also, with this format. How leveled are decks against each other? What trainers are now good to play?

You can probley tell, i havent played pokemon for awhile I stopped, not b my choice, but i would like to get to some of the bigger tournments, and finally be able to play again.

Uh, I hate to tell you this, but you don't know that.

When Pokemon USA Inc. took over the game from WotC, they changed Modified (it was due to change, anyway) so that only sets from Expedition on up are legal. Also, only Promos released by PUI are legal. Those are numbers 001 and up.
