No your opponnent does not need to have removed monsters.

No, your opponent must have monsters removed from play to activate this card. Its like you can`t activte Raigeki when your opponent has no monsters.

Errr...your wrong...here's the ruling,

You cannot activate "Dimension Fusion" when neither player has a monster removed from play; at least 1 player must have at least 1 monster removed from play for you to activate it.

So as long as 1 player has a monster out of play, you can activate Dimension Fusion.
