Can you activate this card during the battle phase or step?

Yes.... what lead you to ask this question in the first place?

You activate it... pay 1/2 life pts... and special summon all rfp monsters... triggering a replay.

Anyway yes... you can activate that card in any step I believe... EXCEPT for the damage step.

Here's my Example:

I attacked my oppenets dd survivor clearing his field, then I play rfdd to special summon some monsters and kill him. I just wanted to make sure you could activate it during damage, I thought it might have been like torrential were you can't activate it during the damage step

First off, your not activating it in the Damage step, your activating it in the Battle Phase. You can activate it to finish your opponent off, same like your able to activate COTH in the Battle Phase.
