can you summon him as many times as you want?? like if he dies and then gets sent to the graveyard can you special summon him again on the same turn if you have light and dark monsters in your graveyard still?

You can NOT summon him from the graveyard via his effect. However, if he was summoned properly and then destroyed, then you can special summon him via Premature Burial, Call of the Haunted, etc.

Note that when you Special Summon "Chaos Sorcerer" with cards like "Premature Burial" or "Call of the Haunted", you do not need to remove more LIGHT and DARK monsters. In fact, you cannot remove any even if you wanted (people using cards like "Dimension Fusion" or "Return from the Different Dimension" would want more RFG'd cards).
