Erm, do you mean when you hack to catch a Pokémon? It's the same level as any other wild Pokémon on the route. Though there are codes to get a Pokémon at the level you want, its stats will still be at the same values of a wild Pokémon of the normal route levels. So if you get a Gyarados at Lv.100 with a GameShark on Route 1, it'll still have the single-digit stats of a Lv.2 Pidgey instead of Gyarados' Lv.100 maxed stats. So it's best not to modify the levels of wild Pokémon when it'd be better to raise them manually.
