u can flip it face down and face up imeediatly( on my trun fo corse)
but why i don't' get it and if u do can u flip it face down again?

You can Flip it face-down by its own effect. You can then Flip Summon it because its position hasn't been manually changed this turn yet, but rather only by its own effect. After you get his Flip Summon effect, you cannot Flip him down again because his flip-face-down effect only works once per turn. :)

You can flip it face down by its own effect, but CANNOT flip summon it if it is the same turn it was special summon by giant rat.
