If you would use Tsukoyomi's effect on a face-up flip effect monster could you flip the monster back up on the same turn?

If you would use Tsukoyomi's effect on a face-up flip effect monster could you flip the monster back up on the same turn?
This depends if that monster has already . . .
1) . . . attacked this turn
2) . . . been summoned this turn
3) . . . had its position manually changed this turn.
If any of these are applicable to that monster, you may not flip summon the monster during that same turn.

you can only manually change battle pos of 1 monster once per turn
example
Yo have a face down MOF you flip get spell back summon Tysu and flip her back down you cannot reflip
example2
you have a face up MOF you summon tsyu you flip MOF face down you can then flip MOF up and get your spell

Here's what happened;
He used the flip effect then ended his turn.
My turn and the card remains on the field, I end my turn.
His turn, Tsukoyomi on the flip effect then flips it face-up.
Is this legal?

Again, re-read my previous post.
Since the monster did not meet any of the requirements that I listed you may flip summon the monster that was flipped face down by Tsukuyomi.
