You do. You can send as many or as few of your S/T's on the field as you wish for EP's cost, but you have to send at least one (or you can't activate EP in the first place).

Emergency Provisions is a very fun card to play.

Correct, you can select which cards you wish to send to the graveyard, but you cannot select EP itself.

A few known, and unknown combos you can do with it are this:

Activate Mirage of nightmare, set EP plus all other cards in hand. On opponents turn you draw cards for MoN, then use EP to get rid of MoN before it can force you to discard the cards.

One I like: Activate Good Goblin Housekeeping, Chain from hand EP to send GGHk to the graveyard, and as GGHk resolves, you gain your 1000 lp for EP, and draw 2 cards (1 for having gghk in the graveyard, and 1 just for it's effect.)

Also, when playing YGO for the Nintendo DS I activated my Magic Cylinder to an attack, chained Scapegoat, and then chained Emergency Provisions to send both MC and Scapegoat to the graveyard.
You gain 2000 LP, summon 4 tokens, and force your oppoent to take damage.

Hope this helped! Come up with other fun combos.
