basicly, when it says a monster that can be normal summoned, it means any monster that does not have a special summoning reqirement

after the old ruling for Major Riot, it's better to ask than assume. And on that note - as there seems to be no ruling on it on the official site now, does Major Riot only work for level 4 or lower monsters still?

Major Riot:
You can activate this card when 1 or more of your monsters are returned from the field to your hand by your opponent's card effect. Return all Monster Cards on the field to your respective hands. Both you and your opponent then Special Summon from your hand the same number of Monster Cards on the field in face-down Defense Position.

yes, the ruling still stands: you can only Special Summon monsters of Lv4 or less.
and there IS a ruling on the UDE Faq (just kind of hidden :P):

• You cannot Set "Swift Gaia the Fierce Knight" with "Major Riot", even if "Swift Gaia the Fierce Knight" is the only card in your hand.
