I think I can elaborate a bit more on this one. Although cell is Dr. Gero's last Android creation in the anime, that kind of thing doesn't apply to the CCG. A personality must have Android in its name in order to be considered one for card effects. In short, when it comes to the CCG, cell is like an android like Majin Buu is similar to Goku. O_O
