Quick question: Since the 5000 lp to activate Cyber Stein is a cost, can I Book of the Moon Cyber Stein after my opponent pays the cost to flip Cyber Stein into face down defense, thus preventing the effect from resolving? They would still lose 5000 lp and the summon would no longer happen since Cyber Stein is not face up, correct?

Thanks ahead of time for answering this for me.

I do believe that will work, but dont quote me on it. It would make sense that way...

Effect would resolve since there's no restriction on Cyber-Stein for being face up for the effect to go thru.

Remember that it doesn't work as "you pay for it and now I put it face down". You opponent activates the effect (pays for it by doing so) and a chain begins. Then you're given the chance to respond in the chain.

Also, payments can't be negated: so if they activate Cyber-Stein's effect and you chain with Divine Wrath to negate it, they still lose the 5000 LP.

Don't "believe" you're right before you answer a question. You have to know you're right.

The majority of Ignition Effects can't be stopped unless their effects are actually "negated", like with Divine Wrath and Skill Drain. Simply flipping them face-down or removing them from the field won't stop their effects from resolving.

There are exceptions, though. Thousand Eyes Restrict can only resolve if he's face-up, but this is due to the strange nature of his Ignition Effect (equipping himself with a Monster).

Or you could just use bottomless trap hole on the fusion monster they summon :D

Actully, that might help them some. If you were somehow able to stop an attack by the fusion (Sakuretsu Armor, or Bottomless Trap Hole when it appears), then Cyber-Stein would be wide open for an attack from your monster(s). But, however, if you flip it face-down, then you'll lose the damage to thier life points from an attack on it.

((Notice I only said "might help them some" :D ))

book of moon wouldnt stop the effect from resolving. as stated previously, a chain is created. its actually the exact same reason that if one were to flip magician of faith while skill drain is active. the effect activates. faith player chains book of moon to the faith effect. resolves, faith is flipped face down, faith gets back a spell card since skill drain only negates the effects of faceup monsters on the field.

The fusion monster would still be summoned. You would be better using Book of Moon against the fusion monster when it hits the field.

However, since Book of Moon is chainable, don't use it until you need to. Your opponent may use another card to boost the fusion monster he summoned (Megamorph, Big Bang Shot, H-Heated Heart etc). Using book of moon at the right time means you can take another card from him. This can save you if you cannot destroy the face down fusion monster next turn.
