Take it to one of the old care takers. Might cost you some coinage, but it's worth it. On the other hand just take it through the Viridian Forest, and battle.

Use EXP All. Get a strong Pokemon and Dratini, only two in your party. Go train somewhere where the LV ranges from 24-34. That'll level 'em up every 4-5 encounters. Works like a charm!

haven't played chromatics with exp share in awhile-i personally think it sucks.
don't listen to these guys-they are about as well off as you are. daycare just loses the stat exp you need for decent stats. true, the box trick is usuable, but you might as well use rare candies(also a very poor decision)
train it in the strongest areas, or just the elite 4. when it can't win, switch out to a high-level pokemon to take it down. that way, the exp is distributed evenely and you get the stat upper you want.
also, sets you should use:
Draggy: t-bolt, blizzard,t-wave, hyper beam
hyper beam is a filler.
Rhydon: quake,rock slide,body slam,substitute
could try surf, but this one is less situtational.
there ya go.

EX Share sucks?! It's the only subdecent way to train in R/B/Y without actually training 1v1 yourself. It often will get you MORE experienced then training straight. I'd go with EX Share.
