Meh, there it is. I just made it up on-the-fly, and I'm not overly familiar with my selected Pokémon's capabilities, so help with movesets and EV spreads is always welcome.

Quaggy is more like a poor-man's Cursepert, and that's something I really don't need on this team. I could use a SkarmBliss killer, though...

Scyther doesn't like to use a turn passing stat boosts. His offensive stats are good anyway, why not use them? Oh, and if you're seriously using Agility and Baton Pass then I'd recommend Scizor over Scyther because Fire is more common than Rock, lack of flying weakness and normal resistance come in handy, and you illiminate all his other weaknesses and get a little extra defense in exchange for the loss of EQ immunity and speed loss. Plus it'll help silver wind do a bit more damage. ;]

If you're BPing an Agility to Sandwitch, then I think around 140 speed EVs should be enough to put her over the limit? I'd recommend putting whatever EVs you save there into defense, as Sandslash's is pretty good, and has Donphan's typing...

Electabuzz has pretty good speed, and it'd be a shame to waste it. 300 is a nice number to top, letting you beat Adamant Salamence and company, although that is probably the higher end of what you'd want. I'd say either go Mild or Rash. I tend to lean towards Mild, but that sort of inhibits your ability to switch into Skarmory's Drill Peck. Also, I'd say go Ice Punch over Psychic, goes well with Thunderbolt and hits Salamence and especially Flygon (who loves to switch into electric types, by the way).

I generally advise AGAINST ingrain except when Baton Passing and trying to avoid Whirlwind. I personally really like using Rock Slide and Earthquake together on Cradily, and then Giga Drain for Swampert, with Recover of course. Or you could go the entirely special route and use HP:fire and Giga Drain in tandem. You've always got Toxic, which can go well with Barrier and Amensia and Rest, because of Suction Cups, although then you are completely screwed against steel types, especially metagross who loves to Meteor Mash rock types.

In standard, you might actually want to go male for Blissey's Seismic Toss activating Cute Charm. Anyway I'd advise you use Calm Mind somewhere on there, Flamethrower isn't really necessary when you've already got Bolt-Beam. Clefable gets STAB Frustration and Meteor Mash in addition to Belly Drum, so there's something to keep in mind. I've always personally liked Sunny Day with Fire Blast, Solar Beam, and Moonlight to run off the weather, which can be quite fun.

Phazer and physical wall. Tubby here can do massive damage to SkarmBliss with a critical-hit CC, especially after a couple Bulkups.
Hariyama gets 101 HP subs to go with STAB Focus Punch, and Cross Chop's low PP and accuracy can let you down sometimes. You probably should put Knock Off there simply because it allows you to Knock the Leftovers Off whatever you can't Focus Punch on the switch. (Read:Weezing, Dusclops. Actually, Hariyama enjoys WoW...)

As for alternate possibilities for movesets, I think I listed all (most) of them, although Electabuzz and Scyther can be used as CBers. IMO you need Spikes protection, and there's a huge slew of UU pogeys that learn Rabid Spin in addition to being awesome in general. Blastoise, Armaldo, Cloyster...or how about Sandslash?

Fallen Ronin gave you some help on you structure and moves, so I'll focus on EVs mostly.
On Scizor:
Why all the speed? At most you should need around 202, unless you are trying to outspeed Celebi and SWind, in which case you'll need 200-204 EVs in speed with Jolly. If you don't want to get Celebi, then IMO you should only have 199 speed, which can be accomplished with 132 EVs Adamant.
220 HP EVs gives you the Leftovers point, but with 8 more EVs, you can survive an extra SToss from full HP. 228 HP EVs would be the best.
Then put the rest of the EVs into attack.
On Sandslash:
52 EVs are good for the lower end of the Leftovers point.
The rest of the EVs are pretty much okay, though I personnally would make it a tad more defensive with 216 in attack, along with taking four out of Speed and putting them all into Defense. You can do what you want here, though.
On Electabuzz:
196 into HP gets the upper end of the Leftovers point.
140 into SAtk for the guaranteed OHKO on Skarmory.
And then put the rest into Attack, unless you want some speed, which don't don't seem to.
On Cradily:
220 into HP gets you the upper end of the Leftovers point, which is what you'll want on Cradily.
For the rest, I'm going to leave it up to you, because doing EVs on an attacking tank like Cradily would require a long session with my calculator, which would take a long time.
On Clefable
Only 212 is needed in HP for the high end of the Leftovers point.
You can spread the rest how you want, but I would do it 212/0/80/0/216/0
On Haryama:
IMO only 12 in HP, however much you want into attack, then the rest across the defenses. But why put a bunch into defense when you have Sandslash for a Physical Wall. IMO if you are going to put a lot into a defense, it should be into special defense, as you don't have a purely special wall. I would put it in Attack, though. Whatever.
I got a little sloppier at the end, sorry, but those are my suggestions, take them if you will, leave them if you won't.

Sandslash should actually only have 128 evs in speed just to have enough to outrun jolt after an agility.

I already have more than 128 EVs in Speed for my Sandslash. I have 136, which is more than enough to outrun Jolteon after 1 BP'd Agility, plus some other stuff that might hurt my team something fierce.
