There are grass areas on the ocean floor of routes 124-126. Relincanth is in those areas. Take note that not only is Relincanth a rare pokemon, but encountering pokemon on the ocean floor takes longer than encountering pokemon on land. I'd suggest bring along a pokemon that knows Sweet Scent to make things quicker.

Yes, you can. Bagon's in the same location as it is in Ruby/Sapphire--the small room of Meteor Falls.

The Sealed Chamber is on Route 134. What you need to do is ride the ocean currents on the lowest edge of Routes 132 and 133 until you get to Route 134 on a patch of shallow water. Go straight across the landing and ride the middle current to the center of a ring of rocks. Dive in the patch of deep water and follow the tunnel to a braille message that says "Go up here." You'll be inside a cave with all the braille translations written on the rocks. There are no wild Pokémon in the cave. Then there is a braille message on the north wall that says, "Dig here." Use dig after reading the message and the wall will open up. Go through to the next room where the story of the Regi's is written in braille on a ring of rocks. On the rock on the north wall, you must have two Pokémon in certain positions in your party. In Ruby/Sapphire, you need Relicanth in the lead of your party and Wailord in the last position of your party. In Emerald it's switched. If you have said Pokémon in the correct positions in your party when you read the braille on the north rock, then there will be an earthquake and three doors will open up far away.
