Yeah they are, they're just not as constricted as they are in RSEFRLG.
In RBYGSC, you can have 255 EVs in each stat, so there's no need for EV training since you can fight anything you want and not mess up your Pokémon's stats.

Chansey's ideal max stats are 703 HP, 108 Attack, 108 Defense, 198 Speed, and 308 Special in RBY. Due to the special split her Special Attack becomes 168 in GSC while her special defense stays the same. This is due to the special split.
In RBYGSC, you can have 255 EVs in each stat, so there's no need for EV training since you can fight anything you want and not mess up your Pokémon's stats.
You got it partly right. In RBY the system is completely different, so we call the stat boosts stat exp. It has no real relation to the 255 EVs. You get stat exp from every Pokemon. They give stat exp equivalent to their base stats. So Chansey for example will give 255 HP, 5 Attack, 5 Defense, 50 Speed, and 105 special. Stat exp boosts can be determined by the formula int((sqrt(E - 1) + 1) / 4). E is the stat exp involved involved. If you have 2000 Attack stat exp for example, that is E. Any stat exp after 65025 is disregarded (and I don't think details are needed here), and this means that the most you can get from stat exp is 63 points. It also means that 63002 is the most amount of stat exp ever needed.
With this I didn't go in any depth on how to calculate levels. This one is much simpler: int(L(S)/100)) Where S is the stat boost found using the stat exp boosting formula, and L is the level.
