Because the card is unplayable, simple as that. You'd only be able to play it in extreme-casual, and with your opponent's permission (and pre-agreement on what exactly the effects are). As for what Ra's chant is, check out the sticky in the Anime forum -- it's there.

Now Malik's Deck's Theme is immortality, and he accomplishes this through the undestroyable revial jam and god slime and the consant use and reuse of monster reborn on Ra. I tryied to keep with that theme the best way I could with the real world equilivent to the manga's jam-spirit reaper run in two main one side. Due to monster reborns deserving ban, I use premature and rope of life (another malik card). Becuase the TCG and OCG for that mater lack a real Ra replacement, (the Pheniox is not Ra, although it fits the reborn theme its heavy storm effect is a large nuisance to my many traps however, becuase I haven't played this exact version of the malik deck with one I will try to trade for one.), I will not use cards like Spell Reproduction to act as shard excavators and reuse premature.
This deck is about torturing my opponets malik's way. I implemented Time Seals for the shear joy I feel as the opponet's dreams a a godly top deck or athat last card to turn the duel around are crashed as I play that card. It is a bit trap heavy and That may pose a problem but as of now I will keep it that way. The Barrell combos (I hope) with Granadora so I gain lps then when it dies my opponet loses 2000. Makes a card's weakness a strenght. Gift of the Martyr allows a weaker monster at the expense of an opponets snatched mon or a Granadora much more powerful. Stubling is for stall and combo perposes. Creature Swap is to abuse a fliped mask or a granodora (I thionk) and cuase my opponet pain.
