ok here ya go:

after the 7th gym you should be in Mossdepp correct?

well I beleive you have to go and take care of the Kyogre problem...that or go to steven's house and receive the Dive HM and go surfing around Sootopolis...then Dive and go towards the entrance of Sootopolis and talk to everyone(blah, blah, blah)

then you will be faced with catching the Pokemon Kyogre, this should'nt be too hard...but I say fight all the trainer's around Sootopolis and get Exp. and then deal with what's in Sootopolis

but that is basically what you have to do...you should have already gone to the underwater cavern and seen Kyogre once...am I correct?

Get HM 08 Dive, from Steven. His house is in Mossdeep. I beleive it's the Top Left. Once you have obtained Dive Surf underwater around where Sootopolis is marked on the Pokenavs Map. There will be an entrance to the City VIA and underwater Cave Entrance. And ya. My info may be off cuz my memory is failing my right now, But i think I got the Major facts right. Hope I was off some Help to you.

You get Dive from Steven at his house. You go to Route 127 and dive underwater. Go south (down) until you get to a cave. You have to solve a bunch of puzzles, like moving boulders to clear a path and solving a maze of water currents to get to where Kyogre is resting. You'll have to fight a bunch of Team Aqua grunts and an admin along the way. When you get to Kyogre, you'll have to fight Archie. After you beat him, the Red Orb will flash and awaken Kyogre. After that there'll be a sequence where Maxie chews out Team Aqua for flooding the world and Archie realizes his horrible mistake. After the two team leaders leave, Steven will fly in and tell you to go to Sootopolis if you want to solve this problem. Go to Sootopolis (you have to dive underwater to get into the city), and go to the Cave of Origin. You'll get briefed on how to stop Kyogre by Steven and Wallace. You'll need Flash inside the cave. You'll notice that the screen shakes at times; that's Kyogre, and it should be obvious that he's pretty ticked off. Kyogre is level 45. SAVE BEFORE YOU BATTLE HIM! Get him down to a sliver of HP, put him to sleep, and make sure you have a ton of Ultra and Timer Balls. Or you could be lazy and use your Master Ball, if you have it. But that's best saved for Latias, Rayquaza, or a Shiny.

Also, when catching him, you may want to try just Paralyzing him instead, because they can wake up from Sleeping a lot and you would keep having to put them back to Sleep. Where as Paralysis stays. And I would advize using Ultra Balls. Because Kyogre isn't hard to catch so it's not like your gonna need to wait 40 turns before you can use the Timer Ball. The Seafloor Cavern is on Route 128. So when your in Route 128 you will know that it has to be somewhere on that Route.

To add just a little - when surfing south from Moss Deep, follow the dark blue line in the water. After a bit, it makes a kind half-cirle, then continues south. Right at the bottom of the half circle is where you dive to find Kyogre the 1st time.

Sleep works waaay better at catching Pokémon than Paralysis does. You get him to 1HP first, then put him to sleep, then throw Ultra Balls. If he wakes up, put him back to sleep and continue to toss Ultra Balls. Repeat the process until Kyogre is securely captured. Use Timer Balls as backup if you run out of Ultra Balls. Or you could use Net Balls since Kyogre is a Water-type.

Ya, it works better. But It can be more of a Hassle than Paralysis. But ya it's better to go with Sleep. I always Paralyze though. Except For Groundon and Regirock, cuz there Immune to Electric, I waited for them to Attack my Manectric. And if I was lucky enough, Manectrics Static would Paralyze them. For Groudon, his Slash Paralyzed him, and Regirock's Superpower I Beleive. But it has to be make Contact, Something Like Fire Blast won't work. And it's still only a 30% Chance that they will Paralyze even if Contact is made.

Regirock isn't immune to Electric. He's a pure Rock-type, and the Rock type isn't immune to Electric attacks. Groudon is immune to Thunder Wave due to his Ground type, but Regirock is susceptible to Thunder Wave due to his lack of a Ground type.
