you can.... well sort of, let me explain.... in japan when the 8th movie comes out it will wirelessly upload the old sea chart to anyones DS containing emerald. So good luck raising money for a trip to japan. And yes this is true check serebii.net if you want confirmation. You might have to look in the archives.

Ok...what I meant by you can't...is because there is no legal way to get it...well at least not yet...but yes you do get mew and the only way to get it so far is by AR...or in other words Action Replay...which I will currently own 2

Also, you don't HAVE to have a DS in Japan to get it... You can just get it with a GBA but you'll have to wait longer because they have a line to hook your GBA up to a wire.
