Ok in Emerald i caught a Feebas and it was male quiet nature gave it blue and indigo blocks and when i maxed out beauty it didnt evolve what did i do wrong?

Did you make him lvl after maxing beauty?
If you did then beauty was not completily maxed, the best way to check if its maxed is going to Slateport City go to the Pokemon Fan Club and talk to the man sitting in the sofa with feebas as your leading pokemon if you dont have the blue scarf and you already have won a contest (it can be any category and with any pokemon) he will give you the scarf if beauty is maxed, if not he will tell you to give it more pokeblocks.

Keep working on it, you'll eventually get one.

As for Xlandstar, it should evolve if you maxed out its beauty. Just keep trying to raise its level and give it more pokeblocks just in case you haven't quite maxed it out yet.

it should evolve at the very next level if its beauty is high enough, i believe so. i remember having a level 6 milotic......i think

lol i caught like 5 of them in 1 spot just keep trying to find that right spot anyway i mess up on the 1st 1 and i bred and got a new 1 and i maxed its beauty so the next lvl it evolved thanx everyone

go 2 where the Weather Institute is and fish in the water at that location but its only in 6 of the 100 titles there i think good luck

6 of the 100 titles? Do you mean tiles? And there is way more than six beside the weather institute. Do you mean right above the waterfall? And whats the ratio of running into feebas? 5-100? 3-100? 1-100? Around their or something?
