In-game IVs

I'm breeding for a Cyndaquil to use against my friend, and I'm wondering 2 things:

1.What would be considered good IVs in-game?

2.Which set of IVs are better for a Sp.Sweeper with one Phys. one(filler)?
IVs in this order HP/ATK/DEF/SP.ATK/SP.DEF/SPD incase its usually placed differently.

Those EVs aren't very good. Keep breeding until you get around:

28/20/27/31/30/31

Or close to that. Anything under 20 is usually unexceptable. ;0

Ah ok so high 20s+ to 30 for stats that are not as needed, and 31s for the ones that are most important. Thanks Absol and Clown Master.
