Ditch Signal Beam..Physical attacks aren't very good on it...
Give it encore....and it seems like a decent set for it..
EV's are kind of strange however.

It forces a switch, or gets them stuck for you to send something out with an advantage. The EVs aren't even capped on that Dewgong.

The EVs were just an idea of what to use. I'm not sure what maxed evs would look like. Hmm... I guess I'll test out both movessets to see how it works. It's just that I suddenly realized how useful Bug attacks really are...

Get rid of surf and catch a HM whore(EX: wailmer) teach all your water moves like surf,waterfall, and dive to it. Maybe you could teach your dewgong Aurora beam?

Surf is there because it's a strong move. Besides this is a theoretical move set. I don't even have one of these pokemon. aurora beam is weaker than Icebeam. why use it?

Like I said, its was only a suggestion. Its your poke'mon and your free to teach it whatever you wish. :)

well, aurora beam might lower SP DEF, but i would take ice beam over it any day (cept for the animation). and i like bug attacks, they destroy eggsecutor, septile, alakazam, umbreon, chimecho, sneasel and more! plus it may confuse, which is nice when stalling for rest
and finally, i think encore might be a nice substitue for signal beam (even after i just said all that), because you can use it to encore a fake out, toxic or protect (or for even more nastness, encore ingrain! if you do, switch to something with swords dance , DT or any other stat up move so you can set up), and screw them up for a turn or 2.

Dewgong is now even more Pathetic, then before It can't even learn whirlpool. so it can't really do much.
