Okay so I forget how to go about catching it. I picked the blue one if that matters in emerald and I was wondering how to exactly catch it! I know u have to use super repel and walk around by lillycove there and ur first pokemon has to be under lvl. 40 but what to I do before again to ensure Latios is there?

The only way to be certain Latios is in a certain area is to first trade another Latios from another game to get it registered in your 'Dex, then check the 'Dex each time to enter an area. The 'Dex will show where Latios is each time you check it. If it's in the same area you are, your plan will work!

As far as I know, after you have beaten the elite 4, you just need to wonder around. I believe everywhere you can catch pkmn will work. (but may be corrected on this). My advice for finding him the first time: either get one temporarily in a trade so you can see where he is, or dont. just forget about him and complete the rest of the pkadex. by the time you have completed it, you will have bumped into him at least once.
The first time you see him, you will do it completely by random, and short of already having him in yr pkadex, it may take you ages to find him. After that, find a good team for catching (mean look anyone) and then you can look on your pkadex to find where he is and go from there.

Havent heard of super repel, under 40 and one particular zone. I have ruby, and found mine (latios, latias whatever) in the ocean when I have a lvl 43 kadabra as first. I was actually looking for a wailord at the time.

Here's a quick "How To":

Get a Wobbuffet up to about level 47. Shadow Tag, it resist's Lati@s' attacks, has huge HP, all make it a great candidate. Put it in front, and put Leftovers on it. Have some healing (I prefer HyperPotion, about 30 of them). Find Lati@s. Use Mirror Coat. This will do damage. Then start throwing Ultra Balls! If you catch it, well done! If it gets KO'd, TURN OFF the game WITHOUT saving and try again.

Finding Lati@s:

If you can get someone who already has it to trade it to you and can get it in your pokedex, that's a big help. Then, check your Pokedex to see where it's at. If it's close, Run/Surf/Bicycle towards it (NOTE: DO NOT FLY OR ENTER A BUILDING. THIS CAUSES LATI@S TO MOVE A GREAT DISTANCE). When you enter the next area, again check the Pokedex. Keep this up until you are in the same area as Lati@s.

If you can't trade to get it on your Pokedex:

Choose a Base City (Lilycove works well). FLY to it. Prepare as above. Then, RUN/BIKE into the tall grass and meet several Pokemon. If you don't see Lati@s, FLY to Base City and try again. Repeat as necessary. This one will take a while. PS - Keep the volume up. I've read that if Lati@s is in the area, you will hear it's call when you enter the area.

I prefer to save my Master Ball for the Wild Lati@s. All the other Legendary Pokemon are found in 1 place, and are therefore relatively "easy" to catch. You just get their HP down and chuck UltraBalls until you catch them. Wild Lati@s is a lot of work to find - So, if you still have your Master Ball, don't hesitate to use it on him/her.

Also, I DON'T recommend using Golbat/Crobat just because they have Mean Look. They are weak to all of Lati@s' damage dealing attacks, and will be KO'd quickly if you Mean Look.

A few things you need to know about Lati@s: Every time you change areas (i.e. from a city to a route, or from one route to another), Lati@s can also change areas.

When you use FLY (or enter buildings), Lati@s tends to move long distances. If you bike/run/surf, it tends to stay put, or just move to the next area (not always - sometimes it moves a long way).

Without having it in your Pokedex, it is more difficult. Here's my suggestion:

Choosing a "Base City". Best bets for this: Mauville, Lilycove and Fortree. I WOULD NOT use any other city. If you choose Mauville, I would always travel east (towards the Berry Master's House), and surf across to the grassy area. That's where I've run into Lati@s more than anywhere else (I've caught him 6 times).

The most common locations for it to be seen are in the grassy areas between these cities. It goes to the Water, too, but I've never been able to run into it there, even when I know I'm in the same area it is.

This Will Take Some Time. Have patience! Good things come to those who wait!

you catch latios the same way you'd catch the 3 dog pokemon in silver and gold, there's no specific location

Actually, the Lati's only appear on about two-thirds of the map. Specifically, they only appear on Routes 110, 111, and 117-134. Also, the Lati's will visit some of these routes more often than the others. Route 110 has the highest chance of the Lati's visiting it at about 9.34%, while Route 134 has the lowest visitation rate at a little above 2%.

Now I need my Latios for my Ruby version... Well, at least its better than catching Feebas. I just bring a few Poke eggs with me while I look for them. That way, I can do two things @ once.

You could also bring a few Pokemon with Pickup (Zigzagoon, Meowth, etc.). They sometime pickup Repels, but that's usually after you battle a Pokemon, I think...
