So theres the team. Im going to evolve Swablu later on.Ill replace linoone for salamence later on. Feebas will be a Milotic. and Absol will be Metagross.

Oh yea, can Feebas still learn Water pulse when I evolve him?

Milotic will learn it if its a miltoic then it hits the level to lear water pulse, but not if you evolve it afterwards. thats why i like to have my feebas' and any other specail pokemon evoilutions to get there at level 6

you should remember that Feebas evolves by having a high beauty rating, not by battling.

Also, Feebas can learn the Water Pulse TM as Feebas before evolution. Unlike Magikarp, Feebas can learn TMs, HMs, and Egg moves.
