baby rule states: if this baby pokemon is your ACTIVE pokemon and your opponent tries to attack, your opponent flips a coin ( before doing anything required in order to use that attack ) if tails, your opponent's turn ends without an attack.
so does this mean i can thunder spear babies off the bench with impunity (without the coin flip)? or with whatever type of bench damage for that matter.

Of course you could. You answered your own question. The Baby Rules only stated Active, so if it's on the Bench, spear it all you like. ;)
